Brock Holowachuk
Prior to joining Manitoba Emergency Measures Organization, he worked with the Office of the Fire
Commissioner and was engaged in risk analysis and hazard assessment. In addition to coordinating
provincial/territorial activities related to the Council of the Federation, Mr. Holowachuk has been
actively involved in the management of a number of provincial-level emergency events, and serves as
Secretary to Manitoba’s Security Subcommittee of Cabinet and the All Party Task Force on Security.

Joe Krupnik
Joe is the provisioning and installation manager for MTS Allstream’s managed hosting group with national provisioning responsibility for data centers in Vancouver, Winnipeg, Montreal and Mississauga.
Joe’s 27 years of experience comprises business continuation planning, disaster recovery plans, site audits, DRI Canada ABCP accreditation, mainframe technical support, Unix and Windows operating systems, system capacity planning and performance tuning, data center operations, messaging and directory systems, firewalls and system security, raid arrays and SANS, data archival systems, networking and communications, audio and video servers, video animation software, electronic health care systems, electronics manufacturing, test equipment design and construction, production and test procedure writing, discrete electronics and microprocessor circuit design and construction, pre-sales system design, detailed product costing and post sales systems implementation.
Joe is a space and aviation enthusiast and also enjoys hobbies such as marathon running, farming, carpentry, automotive & mechanical, guitar and music. Joe is an active volunteer with community and school groups.

Kenton Friesen
Kenton is the Coordinator, Community Disaster Management for the Winnipeg Regional Health Authority (WRHA). As Coordinator, Kenton is responsible for ensuring that the Community Care portfolio of the WRHA is able to mitigate, prepare for, respond to, and recover from disaster situations. Over the past five years his disaster management experience has included working with both municipal and provincial agencies, large educational institutions, and non-government agencies. His professional career has included an internship with the Manitoba Emergency Measures Organization (EMO), several years as an Emergency Management Specialist with national consulting firm, both a B.A. in Geography and a B.Sc. in Business Computing, and is currently pursuing certification through the International Association of Emergency Managers as a Certified Emergency Manager (CEM).

Paul Anderson
In addition to 12 years experience as a senior financial officer with the Government of Manitoba, Paul was Deputy Director of the Manitoba Emergency Measures Organization (EMO) from June 2000 to August 2007 during which time he managed numerous Disaster Financial Assistance (DFA) programs in Manitoba and was instrumental in the development of several statues and regulations relating to disaster recovery. While at EMO, Paul served as Secretary to the Canadian Council of Emergency Management Organizations (CCEMO) and was co-provincial lead for the federal initiative on “Improving Disaster Assistance in Canada.” Paul is now with Information Communications Technology (ICT) Services Manitoba and remains active in emergency management and business continuity as a member of several committees.

Lori O'Brennan
Lori has been the Regional Emergency Telecommunications Officer for Industry Canada, Spectrum Management, since 2004. She coordinates a group that spans Manitoba, Saskatchewan, Alberta, Northwest Territories and Nunavut. Her mandate is to assist federal departments, the provincial EMOs and the municipalities with respect to their telecommunications requirements during a disaster. As well, she has the responsibility of helping to provision an emergency broadcast system if necessary. Lori has worked in the Spectrum Management and Telecommunications sector of Industry Canada since 1980 and is also responsible for broadcast certification and aeronautical ground station licencing for Manitoba, as well as regular radio communications systems licencing.

Randy Hull
Randy presently holds the position of Emergency Preparedness Coordinator for the City of Winnipeg (1999 to present). Randy is a member of the Emergency Public Information Team for 16 years, coordinating all public information for the City of Winnipeg during the “Flood of the Century” in 1997. Randy has just completed his 30th year of employment with the City of Winnipeg. Randy has Bachelor of Physical Education, with a major in Recreation Studies, from the University of Manitoba. He has completed all the courses offered by the Canadian Emergency Preparedness College, and those coordinated by Manitoba Emergency Measures Organization (MEMO). Randy is a member of the International Association of Emergency Managers: a Member of the planning Committee for the Disaster Management Conference 2001 to present; Licensed Media Relations specialist with Barry McLoughlin Associates Inc.; and a National level Volleyball Official with Volleyball Canada.
